Editorial

One of the greatest challenges that large and small companies face in the race to protect their customers' privacy, is identifying sensitive data stored in non-database files and e-mails, which is referred to as unstructured information.
 
Security breaches occurring at several companies have become common news items. These include reports on loss, theft or inadvertent exposure of sensitive material such as Social Security Numbers, credit card numbers, and other personal data.
 
According to the Privacy Rights Clearinghouse, a nonprofit information and advocacy organization, since January 2005 there have been more than 104 million such breaches. Companies are now taking greater measures to ensure that sensitive customer data is properly protected.

Synopsis
Identity theft and related fraud have become serious risks for individuals in the information age. Identity thieves gather sensitive personal information from a number of sources, and then use it to engage in fraudulent activities in the name of the victim, usually for financial gain. This White Paper argues for a Canadian law requiring that organizations notify individuals when their personal information has been compromised as a result of a breach of the organization's security. In particular, it calls for an amendment to the federal Personal Information Protection and Electronic Documents Act ("PIPEDA") to provide for mandatory notification of security breaches when certain types of personal information are exposed to unauthorized access as a result of a security breach.
