The goal of GST Service Payment sub-project is to define an architecture for electronic billing and payment for Telematics services as part of the overall GST architecture. The flexible payment mechanism within the GST system allows service providers to create new, attractive and valuable Telematics services and to obtain payment from end users for their use.

This document presents the work and results of the specification and implementation activities within the GST Service Payment sub-project. The white paper starts with a “State-of-the-art” chapter, reviewing and explaining the necessity for such a payment system. Next, the white paper discusses the objectives of GST Service Payment and presents the concrete results obtained by the project. Finally the validation results are briefly discussed and the reader will find an outline deployment roadmap in the conclusions section of this document.
