Biography

Saul B. Wilen is the CEO of International Horizons Unlimited (IHU) [www.intlhorizons.com, (210) 692-1268], a national consulting and resources consortium based in San Antonio, Texas. IHU utilizes “educational foundations and processes that support prevention strategies to solve problems.” Dr. Wilen has created and instituted at IHU an operational method for assembling networks of experts to facilitate problem solving and prevention for industries and governments. Based on extensive experience creating accountability systems incorporating dynamic modeling applications, IHU has developed projects to support vital decision making, strategic planning, effective communication, and prevention preparedness. In 2002 IHU developed Deficit WatchTM (www.deficitwatch.org), a non-profit monitor of governmental and other deficits. Under Dr. Wilen’s direction Deficit WatchTM serves as a source for the facts including the costs of the War on Terrorism, to support spending accountability and fiscal responsibility.

Dr. Wilen’s background is in political science, education, and medicine, and he is a recognized authority in prevention strategies, problem solving, systems dynamics, and informatics. He directs IHU terrorism prevention strategies and development initiatives. Dr. Wilen is a member of the American Academy of Forensic Sciences (AAFS) and participates in educational programs for the legal profession and forensic scientists. He speaks nationally and is published in the areas of prevention strategies, security, effective communication, accountability, problem solving, terrorist threats and prevention, education and training, and health and safety. Dr. Wilen presently serves as a member of and as a terrorism prevention consultant to the New York Electronic Crimes Task Force of the United States Secret Service. He functions as a prevention strategies consultant to numerous security, risk management, and planning entities in the United States, Canada, England, and Asia. Dr. Wilen is a member and chairman of the Advisory Board of the CCEP (Canadian Centre for Emergency Preparedness).
