Synopsis

The Joint Information Center (JIC) is an integral part of the Incident Command System (ICS) used by all first responder agencies and many leading companies to manage significant crisis events. In this paper, Mr. Baron examines how the fundamental premise of the JIC is working against its effectiveness. Public information officers from the participating agencies are brought together to a command center or a JIC facility in order to work together as a team to respond to inquiries and prepare and distribute public information. The time lag involved in assembling this team, and the technological difficulties encountered operating from facilities which are not designed to meet communication challenges, too often hampers the ability of the team to provide needed information.

We now live in an instant information world in which news operates on a 24-hour news cycle and where global distribution is accomplished instantly by both print and broadcast media. It is a world in which many audiences expect to get information directly from those generating the news rather than relying on the traditional news media. In this world of heightened expectations, the Joint Information Center concept needs to be re-designed to match the technology innovations made possible by virtual communication centers. Only through the use of this new kind of communication technology, will information officers be able to provide the kind of rapid, up-to-date and widely distributed information that the JIC was intended to support.
