The Berks County Local Emergency Planning Committee (LEPC) is the primary organization responsible for managing SARA Title III (Emergency Planning and Community Right To Know Act of 1986) efforts. The TIER II MANAGER™ enables Berks County LEPC to retrieve chemical inventory forms from facilities, and provides them with the ability to prepare pertinent off-site emergency response plans for facilities with hazardous materials. The system furnishes planners and responders with rapid access to real-time Emergency Response Plans for planning and oversight activities. The Off-Site Emergency Response Plan provides information such as: when it was last tested and updated, evacuation plans, emergency contacts, and the ability to view vulnerability zone information set for the facility.
