Biography

William L. Waugh, Jr., PhD, is Professor of Public Administration, Urban Studies and Political Science, in the Andrew Young School of Policy Studies at Georgia State University. His areas of specialization are
(1) dealing with terrorist threats and incidents,
(2) managing natural and man-made hazards and disasters,
(3) coordinating intergovernmental and multi-organizational operations, and
(4) building technical and administrative capacities in governmental and nongovernmental organizations.

Dr. Waugh is the author of Living with Hazards, Dealing with Disasters (2000), Terrorism and Emergency Management (1990), and International Terrorism: How Nations Respond to Terrorists (1982); co-author of State and Local Tax Policies (1995); and co-editor of Disaster Management in the US and Canada (1996), Cities and Disaster (1990), and Handbook of Emergency Management (1990). He has also written over a hundred articles, chapters, and reports published in the US, Canada, Europe, and Asia. He currently is writing books on disaster management from a global perspective and managing the threat posed by the “new terrorists” and editing books for the International City/County Management Association on local emergency management and for the Policy Studies Organization on counter-terrorism policy.

Dr. Waugh has been a consultant to public, private, and nonprofit organizations and to the media. He has developed courses for the Federal Emergency Management Agency’s Higher Education Project, conducted training programs for local emergency management and law enforcement agencies, assisted agencies with their emergency planning, and conducted studies on topics ranging from measures to deal with workplace violence to securing mass transit systems. Dr. Waugh is a past chair of the American Society for Public Administration’s Section on Emergency and Crisis Management. He currently serves on the Certified Emergency Manager Commission (International Association of Emergency Managers) and on the Emergency Management Accreditation Program Commission (Council of State Governments).
