Synopsis

On May 26, 2004, homeland security officials from the Department of Justice and the Department of Homeland Security cautioned that summer 2004 will be a period of heightened threat of terrorist attacks against the United States, due to a convergence of numerous high-profile events. Risk communication principles, which have been used in a variety of public warning systems, including those addressing severe weather, infectious diseases, and hazardous materials, can be helpful in determining information to provide to the public regarding such threats. These principles suggest that public warnings should include information on the nature and location of threats, threat time frames, and guidance on actions the public should take. In addition, risk communication principles suggest that consideration of risk perception factors and education on false alarms can assist in determining information to provide to the public about threats. Warnings that do not consider risk communication principles may result in inappropriate action, misallocation of resources, and loss of confidence in warning systems.
