Synopsis

This paper distinguishes between exercises and drills, going on to explain that there only three basic types of exercises. It then outlines the distinctions among the three.

The benefits for both the organization and the emergency preparedness program manager are discussed, as are: how to write a practical goal statement, how to let the objectives flow from that (suggesting some mandatory objectives), setting up a scenario based on the objectives, then progressing from scripts to menus of messages designed to achieve the objectives.

Exercise terminations (scheduled and unscheduled) are clarified. Who the players should be are also discussed, and how to prepare them. Finally, the payoffs promised for the organization and the program manager and how to achieve them are laid out.
