Synopsis

Preparedness is the state of readiness to perform in support of a determined course of action. Preparedness can be oriented toward response, reaction, and/or recovery, or it can be as readily focused on a prevention goal. Determining factors that facilitate preparedness include: the planning process incorporating strategic and dynamic elements, effective communication, information gathering (intelligence) and assessment, verification, critical thinking, decision making, re-evaluation of all planning, re-examination of all assumptions, and as equally important the applications of common sense. This process is collectively known as “Connecting the Dots.”

The course and the management of the war in Iraq offers an example of the applications of this process. The examination of the hows and the whats that transpired allow for a unique opportunity to evaluate the nature and interactions of these essential factors (described above) and to be able to judge the effectiveness of the applications in reaching the goals and producing success.

A new operational strategy is being developed, called the “National Military Strategy 2004.” It is an attempt to establish and organize the hierarchy of concerns for military leadership and to enhance the ability of the service branches to effectively work together. This is certainly a restatement of a page taken out of the creation document for the Department of Defense more than fifty years ago. The suggested strategy is to serve as the dictum for creating and guiding training, logistics, tactics, and planning.
