By order of the President of Bulgaria Georgi Parvanov, another 60 troops arrived in the Bulgarian town of Tutrakan to help with the restoration of a broken dyke on the Nova Cherna village. In case the situation in the village is not coped with, there is a danger for the river to flood the hospital in Tutrakan. Residential and part of the industrial zone of the town are already flooded.
After he was introduced to the damages, the Bulgarian President proposed changes in the existing Crisis Management Law or even a new one.
“A modernized legal base is needed to cope with the crisis management problem, because I truly have the impression that despite improved coordination, there are still too many problems, still the separate departments are working in a single municipality without the effective cooperation”, the President said.
